Odisha revises building construction rules; No permission required for house renovation

Bhubaneswar: Amidst COVID-19 pandemic crisis, Odisha Government has revised planning and building rules for construction of houses and multi-storied apartments in the State.

As per the notification for implementation of Odisha Development Authorities (Planning & Building Standard) Rules, 2020, there will be no sub rules set by various development authorities for building houses across the State.

“There will be no minimum plot size restriction for construction of high-end apartments and no permission will be required for renovation of old houses. With implementation of the rule, one need not to rush to government offices time and again for housing plan approval. One can begin construction work by depositing a fixed amount and furnishing an undertaking,” said Housing & Urban Development Minister Pratap Jena.

The Government has brought the rule by making relaxation in the existing system with an aim at encouraging the real estate firms for providing houses at affordable costs to people of middle and upper-middle classes in urban areas. Under the new rule, the authorities have lifted the maximum Floor Area Ratio (FAR) restriction on the low-risk building.

As per the new construction rule, a building consisting of 8 dwelling units will be regarded as the apartment, the minister said.

In real estate sector, the Government has provided relaxation in setback in context of construction. The FAR to be purchased has been relaxed by 50 percent and occupancy certificate will be provided in phases.
